Why is first-time user enrollment still asking MFA even disabled?

The first-time user enrollment is still asking for the Multi-Factor Authentication (MFA) even though the "Require MFA" option disabled in Settings > ZTNA > Configurations > Users Settings.

This is the default behavior and specification from Safous ZTNA service. The purpose for this specification is If your company administrator need to enabled again "Require MFA" option, every users will required to fill their MFA code that has been registered on the first time enrollment.
